Yesterday i bought two of these switches from someone so i could study for my CCNA test.  I checked them both and was able to connect and configure both over console. but now one of them will not let me connect over console. i hook up PUTTY/Hyperterminal and the first one works fine but the second one does not. I get no messages, nothing, but i can telnet into it. HELP!

This is the correct forum, that was irrellevent information. Im asking about a HARDWARE problem. Read the question before responding please.

Please post the config to the line cons 0.

I reset the entire NVRAM and vlan's file over telnet.  so its the standard configuration.

you might want to try different baud rates. if 9600 ( default ) is not working, 115200 usually works.
