The OS being used has no relevance.  If they are both attached to the same WiFi network - then they are both attached to the same WiFi network.

Any Cisco router with integrated wireless AP will suffice. There are literally dozens of options. One popular type for small business use is the 880 series. See the data sheet here:

All computer needs internet access

and at least 3 computers within one location must be able to connect,  (ie share file)

Would one of the Linksys router like AC 1900 or AC 2600 works ??

This is a basic functionality of every single Wi-Fi router on this planet. Some router allow to separate (isolate) the clients, so that this is not possible. In any case, every wireless router does that, it's a basic functionality.

Note that the firewall on the client devices has to be configured correctly (automatically done if you share a folder to the network on the client in Windows XP and newer).

Does this device actually need to provide you with Internet access, or route between networks? If not, you can probably use an access point such as the Cisco 1832i.

Otherwise I agree with Marvin, a WiFi model of the Cisco 800 series would be a good starting point.
