Wired devices not showing up as unreachable after /var folder being 100% full

Recently whilst on Prime Infrastructure 3.5 the /var folder maxed out at 100%.  This stopped it detecting and emailing when a wired device was offline.   This used to work before maxing out at 100%.  There were no logs to delete, but was a very large wtmp file which deleted.  Now have space and still won't email out.  Read some forums suggesting upgrade, so upgraded to 3.6.  Also tried deleting a test switch and recreating. Both things had no effect.  As well as no email it doesn't register on the dashboard as unavailable.  Any assistance would be appreciated.

 - Verify Prime's status with ncs status , if troubled output is seen restart prime , with ncs stop followed by ncs start. If still trouble, then reboot the Prime server, followed again by ncs status (but wait at least 30 mins after the Prime server has been rebooted to issue ncs status). If then still trouble re-image the Prime server and restore from a recent backup.

Ran ncs status and Database, FTP, TFTP, Metlab, NMS, Coral, ESA, SAM and DA Service/Deamon all running.

 

If when I restart test switch, if then go to the switch whilst restarting and click sync it fails and shows in the console the switch down, but no email.  It then never goes back to being reachable unless you go back to the switch and do a sync.

 

What service does the polling, so can check it is running successfully.  I do get emails for interfaces with errors etc... it is just when the switch is down.
