I'm new here but need help on find away to broadcast messages to all voice mail boxes.

Well, what voicemail solution do you have?
With Cisco Unity you can create Public Distribution List and include all subscribers, or use one that gets created by default on the system that includes all subscribers on the Message Store, it's called "All Subscribers -
Also with Unity 4.0(5) Cisco introduced a new broadcast tool called Broadcast Message Manager, which allows you to drop .wav file and it automatically instructs all subscribers to listed to this message before they hear any other message, this message cannot be deleted until it is heard.
