All License files are installed on the publisher and the information is replicated to the subscribers. You dont have to install anything on the subscriber.

Hi Thomas,
Just to add a note to Mahesh's good info;
Licenses are generated for requested Cisco CallManager nodes (servers in a Cisco CallManager cluster - with seats) and the phones that are associated with those nodes.
Uploading a License file
Use the following procedure to upload a license file to the Cisco CallManager server with the matching MAC address that is provided when requesting for a license file. For information about obtaining a license file see the "Obtaining a License File" section. The Cisco CallManager server where the license file is loaded takes on the functionality of the license manager.
--------------------------------------------------------------------------------
***Note - Upload the license file only on the first node of Cisco CallManager cluster.
--------------------------------------------------------------------------------
Procedure
--------------------------------------------------------------------------------
Step 1 Choose System > License > Upload License File.
The License File Upload window displays.
Step 2 The Existing License Files drop-down list box displays the license files that are already uploaded to the server.
--------------------------------------------------------------------------------
Note Click View File to view the file content of any existing files.
--------------------------------------------------------------------------------
Step 3 To choose a new license file to upload, click Upload License File.
The Upload File pop-up window displays.
Step 4 Browse and choose a license file to upload to the server.
Step 5 Click Upload License File.
After the upload process is complete, the Upload Result file displays.
Step 6 Click Close.
Step 7 In the License File Upload window, the status of the uploaded file displays.
From this good doc:
The Cisco CallManager server where the license file is loaded, assumes the functionality of a license manager.
The license manager serves as the logical component that keeps track of the licenses that the customer purchases and the licenses that customer uses. It refers to the processes that control the checkin and checkout of the licenses. It keeps track of the number of license units that are required for each phone type. The license manager has responsibility for issuing and reclaiming licenses, and detecting whether there is an overdraft of licenses.
Hope this helps!

You should buy node license for each of the call managers. But you don't need to buy device licences for all CMs.

The Way CallManager 5.x Licensing works is that you need 1 Node License per CallManager in the cluster and Device Units based on the number of devices (Every device has a different License requirment) across the cluster. So assuming you have 2 CallManagers and 100 7960 IP Phones you need 2 Mode License and 400 Device Unity Licenses (Each 7960 Phone needs 4 DLUs). Check the following document for more information about CallManager 5.x Licensing.

Also, check the License Calculator.
