VAD is off by default on local (CME) to local (CME) IP phone calls - you can verify this if you have a 7960 by hitting the ? button twice during a call - then if you make no sound (or even remove the end of the RJ11 cable from your handset) the packet counts received and send will continue at the same rate.
If you want to ensure that calls over the WAN or LAN(to another CME or CM cluster or PSTN gateway etc) you can specify
no vad
On the dial-peer that connects you... I think by default it is enabled there.
