Device Not Found on CCM_PUB after Reboot

Ever since we have rebooted our Publisher(4.1.3aSR3)devices appear as not found. However, all devices are still registered with the Subscriber (same IOS as above)though. The SQL Database seems to be in sync. I am able to force a phone to register with the PUB but then the SUB does not see it anymore. I have a second SUB, a much older version CCM (4.1.3 2000.2.7.sr8) which see both registration without any issues. Please help

I have the same problem with the same version of CCM also with the publisher. It may be the bug CSCsb11869, but for me the workaround didn't work. you can try it.

Restart the RIS service in that server.
