am getting the avove error while my 7961 boots..am using CME on 2801.
it goes thru and completed the registration anyway.

Hi Celso,
This question was nicely answered by Paul from Cisco Systems. Here is the clip;
The 'error loading locale' is normal as long as you are in the U.S. because it is looking for a tone file that doesn't exist because it is the default setting. You should be OK to ignore it because it won't affect anything.

Hey Rob,
I am having a very similar issue, hoping you have some experience with it. We updated our Certificates back in June and had a few issues here and there that we had to go in and manually remove some .sgn files so they could be rebuilt (wallpaper/ringtones specifically)
We are also seeing this Error updating user locale /Network locale issue across our 78xx and 88xx devices
Similar to this thread, https://community.cisco.com/t5/other-collaboration-subjects/error-uploading-user-locale-amp-network-locale/td-p/3385621, and it never happened before we redid the certs. We are Default English Locale, ITL installs fine. All 78xx/88xx devices register fine (except 8831's but have TAC on those) but those errors are bothering me, makes me think something bigger is going on underneath, and we are gearing up for a 12.5 upgrade this December from our 11.5SU6. I don't want this issue to migrate with us.
I feel like a lot of the little things I have been seeing since June are somehow related to tftp file issues.
