I have had this problem recently with entire locations of freshly installed, functional cameras.
Check your switches and vlan set ups to make sure the cameras are allowed to pass through!

dear :
first , did you add the camera with correct driver?
did you try configure camera with deferent compression ( h264, MPEG4). ( it should be same at camera and VSOM).
try to remove the camera , then add it by another name.

hi guys
I know you probably have checked this but I had a similar issue and it was a password mismatch, I also had a similar problem on a Cisco 2500 camera and upgrade to firmware 2.1.7 solved this also.
