Cisco 4300 ISR IOS upgrade issues

Hello,

 

I have a cisco 4331 router where I need to upgrade OS to higher version. Current version:

#sh version
Cisco IOS XE Software, Version 16.06.02

I have OS for version16.6.3 in the bootflash and have changed the boot marker but when I reload the router, it will still stick to version 16.06.02

As below, this is where the marker is pointing to the current image but after reload the version remains 16.06.02, please help!!

boot-start-marker
boot system flash bootflash:
boot system flash bootflash:isr4300-universalk9.16.06.03.SPA.bin
boot-end-marker
diagnostic bootup level minimal
path bootflash:cfg

I would try this :

(Config)# no boot system flash bootflash:

And just leave the:

boot system flash bootflash:isr4300-universalk9.16.06.03.SPA.bin

Save and reload, I had a similar issue. If that doesn't work, like Leo mentioned , we will need to see the entire boot up process

can you type these in and show results?

#show bootvar
#show version
#show runn  | i boot

Connect a console cable to the router and reboot. Post the entire boot-up process.
