I just purchased four brand new ISR4221 routers as part of an Academy lab set up. I can get them to boot fine, can enter user exec mode and privileged exec mode. However, when I try and enter global configuration mode, I get a command not supported error message. I also get that message if I issue a copy run start or erase startup config command. I am stuck at this point. I have worked with Cisco routers for 20 years and have never had any of them act this way. I have searched the blogs and the internet and cannot find a solution. Any ideas would be greatly appreciated.

I can do any of the show commands with no problem. I was even able to do the factory reset command. However, when the router booted, it still had the same problem.
I read over the document you attached and I don't believe it is diagnostics mode. If it was, the prompt should look like this router(diag)# but I have the standard prompt of router#.
I appreciate your suggestions because I am pretty much out of ideas myself.

I opened a TAC for this. Seems to be image related. Image loaded is for SD-WAN deployments, which apparently locks the global configuration mode.
I downloaded the recommended IOS-XR image and booted from usb0: via rommon. Problem resolved.

I used Everest 16.6.5. Although Fuji 16.9.4 is the current suggested release.

reload the router, keep hitting enter once it prompts up. when everything is scrolling, just type in en, conf t and do what you need to do; you only get one shot!
If you make any mistakes,. you will have to start the process all over again.

Currently the router booted with SDWAN image, Need to upgrade the router to IOS-XE.
New os change Steps :
Step 1 : First download the new ios in belwo link
step 2: Copy to usb device
step 3 : Insert the usb to Router
Step 4 : go to Rommon Mode .
1. rommon 1 > dir usb0:
2. rommon 2 > boot usb0:isr4200-universalk9_ias.16.09.04.SPA.bin
