all 15 of my routers and all assocuated routes are configured as static. We now need to implement Multicast routing. Can this be done without a routing protocol?
All but two routers connect by T1s in a hub and spoke fashion.
Your thoughts?

It can indeed be implemented using Static routes.
Using Protocol independant Multicast (Pim) which deriven its multicast routing table from the Unicast routing table, it doesnt matter if Static or routing Protocol implemented.

Yes you can use PIM with static routes. PIM just needs reachability information from the routing table, it doesn't matter how those routes get into the routing table.
One thing to be aware of is if you have any static routes pointing to HSRP addresses. See this doc for more details -
