Setting Up Factory Default Device Using WebUI for cisco ISR1100-4G

I tried to write these commands in CLI (using Putty) for cisco ISR1100-4G but it seems like the VLAN command is not recognized.

Step 1	Ensure that the router is in the factory fresh mode. If the router is not in the factory fresh mode, use the write erase option to erase all the configuration from the router.
Step 2	Ensure that the following basic configuration is available on the device. ! ! ip dhcp excluded-address 192.168.1.1 192.168.1.5 ! ip dhcp pool WEBUIPool network 192.168.1.0 255.255.255.0 default-router 192.168.1.1 dns-server 192.168.1.1 ! ! username webui privilege 15 secret cisco ! interface Vlan1 ip address 192.168.1.1 255.255.255.0 ip nat inside no shutdown !
Step 3	Connect the PC to any of the switch port which is the member of VLAN1. By default, all the ports will be the member of VLAN1 and the PC recieves the IP address from the pool WEBUIPool.
Step 4	After your PC receives the IP address, launch the browser, type https://192.168.1.1/webui/#/dayZeroRouting or enter http://192.168.1.1/webui/#/dayZeroRouting.
Step 5	Enter the default username (webui) and default password (cisco).

Hello!

Do the other commands work? I don't think the ISR1100-4G supports switchports it only has routed ports if I'm not mistaken. So try setting the IP directly on the intefrace and connect to it.

Hi. Thanks.  

I tried first configure the interface 0 and defined an IP for port 0 but when I connected to the Web interface then the menu showing was incomplete. As I only saw Monitoring and Dashboard menu and other menu were hidden. 

Do you have any suggestions?

After Factory reset - can you post show version and dir  (output here)

is the device installed bundle or install mode (i also suggest to convert this to install mode and test it)

I also tried the line vty 0 4 and line vty 0 30 but it didn't help.
I called the licensing team at Cisco they told me PNP licenses is not registered with the device. Do you think that's the cause of the problem of not showing web interface completely?

Does anyone have any idea how to fix this? 

Basically I plan to connect to the Web interface of Cisco router ISR1100 but the Web interface is shown as incomplete as I only have Navigation and Dashboard menu.

Configuration register is 0x8000   <-- change this to right config reg as mentioned below document.

to access the device, not required License. i am not sure you running SD-WAN controller mode (so post above asked command to see is the devices in controller mode and normal mode)
