Trying to add one of my contract numbers and serial number and it says: "This contract is not active and not associated with your Cisco account profile. Please identify a valid contract and use the Cisco Account Profile Manager to associate your account with that contract."
It is an active contract and it is associated with my cisco login.

Hello,
There are no sites on this contract. All the devices have a contract status that is either Expired or Terminated. So the error is likely to be because the contract/serial number used is not Active status.
You would be able to use a contract serial number match from the other contract in your profile.

You should be able to use contracts ending in 271 and 491. However the contract ending in 016 will not work. Which one did you use ?
