Cisco Services Access Management returns you are not authorized to access this resource

My client registered for the Cisco SmartNet Total Care as the delegated admin. When he tries to add me permissions as the partner admin, the system returns error:

 

"You are not authorized to access this resource"

 

We are following the below instructions:

This looks like your customer does not yet have full access to CSAM.

I am assuming this is a self-on-boarding. If that is the case, your customer would have been following the steps outlined here: https://supportforums.cisco.com/blog/12600946/self-service-onboarding-register-get-access-smart-net-total-care-portal

In order for your customer to be able to access CSAM and perform DA functions, they must have completed all the steps, especially from #4 on. Once all the steps are completed, your customer should then be able to access CSAM and give you CBR Admin permission.
