This looks like your customer does not yet have full access to CSAM.
I am assuming this is a self-on-boarding. If that is the case, your customer would have been following the steps outlined here: https://supportforums.cisco.com/blog/12600946/self-service-onboarding-register-get-access-smart-net-total-care-portal
In order for your customer to be able to access CSAM and perform DA functions, they must have completed all the steps, especially from #4 on. Once all the steps are completed, your customer should then be able to access CSAM and give you CBR Admin permission.
