So looking through all of the questions for setting up a collector the response is "wait for 2.5". I have tried to get TAC support to setup 2.4 but they just referred me to these forums, which tells me to wait for 2.5.
My question then is when is 2.5 coming out?

It's the same thing. SNTC 3.x uses the CSPC 2.5 collector appliance that you can download at that link.

The version numbers are a bit confusing, but let me clarify:
3.x is the version of the SNTC web portal (tools.cisco.com/smartservices)
2.5 is the version of the latest collector software (CSPC - collector software)
Due to the close numbering this might cause some confusion, but just keep in mind the differences. The collector's newest version is 2.5, therefore that is what's recommended for use with the 3.x SNTC portal.
