the collector is up and collecting devices but not uploading to the Portal. If I add an internal or external NTP source I receive Problem while updating to NTP sync interval. Please check the adminshell logs. If I look at the adminshell logs the last log I see is from 19 days ago.

Hi Nathan,
You want to check the time by running the command:
show date
The "timesync" and "timezone" commands are then required in order for the upload to go through properly.

Sorry, I was pulled off of this for a the last couple weeks. the problem is it will not Sync with the NTP server even though it is internal on the site and pingable. It appears that collector is sending requests but not receiving anything back. is there anything else that could be blocking this from syncing with NTP

Sorry, I spoke too soon. I was able to successfully add the NTP source this AM, not sure what changed but it took.
