Ordering smartnet for existing cisco device using its serial number

Hi,

Can someone please guide me to do Ordering of smartnet for existing cisco device using the device's serial number.

An example is below:

Product Model (PID)	Description	Serial Number
WS-C6509-V-E	Catalyst 6500 enhanced 9-slot Chassis System - Core Switch	F********
	WS-X6708-10GE        WS-X6708-10GE CEF720 8 port 10GE with DFC Rev. 3.2	*******D3

smartnet should include upgrading, integrating, configuration, testing, commissioning, documentation, troubleshooting, replacing, shipping and solving any issue on-site related to Cisco products.

You can order Smart Net Total Care through the CCW tool. The Smart Net Total Care service provides Cisco TAC access, Advance hardware replacement, Software updates, online technical resources, Support community, and Alerts and diagnostics through the Call Home feature. Smart Net Total Care also provides an entitlement to smart capabilities. Am also want to know the same subjuct in details and am new in Cisco Smartnet community.

I understand that the CCW tool only for partners but how customers like me to buy Smartnet ?

Do I need to approach any partner for that ? I am from Dubai, United Arab Emirates.
