User keeps getting redirected to promo page when trying to log into smartnet portal

Hello I have a user that keeps getting redirected to

https://www.cisco.com/web/fw/tools/ssue/apps/ssueap2.0/prod/#/promo

despite having been added through https://cdceb.cloudapps.cisco.com/csam

I can PM company and user info.
