Cisco Switch SG250-26HP connect to Access Point ARUBA Instant On AP22 on POE are working 5 pcs from 10 pcs Aruba access point.Why switch can allocate POE power just 5 pcs.In data sheet Cisco Switch SG250-26HP can consumed power for POE = 100 Watt and Aruba Instant On AP22 consumed power from POE = 10.1 Watt from data sheet.In switch config management show Cisco switch power allocate 30,000 mW and power consumption (mW) consumed 3,800 - 5,300 per access point at class 3 , 802.3 AT

what is the poe left over after connecting devices.

From Cisco management POE Properties >>>
Nominal Power : 100 W
Consumed Power : 82 W
Available Power : 18 W
with 4 Aruba access point connected
I wonder that switch with all 26 port POE why it can connect just 4-5 access point.It should at least 9 pcs if Aruba access point consume 10.1 watt per 1 pc.

Aurba taking more than mentioned, so that need to investigate and discussed with Aruba support.
as per switch concertsm it got 100W dedicated PoE ( that is maximum you can use) - 24 PoE supported that means, you can use any 24 ports to connect PoE devices but max only get 100W
if you say 4 connected 82/4 - 20.5 (that is each AP taking) so you left over 18W, so you need to connect another AP you need 20.5 (which you dont have so that will not going to work)
check you can tweak PoE settings :

I m not able to find the below statement in the datasheet for subjected switch.
switch config management show Cisco switch power allocate 30,000 mW---- there is different models having deferent power allocate.
