Catalyst 9200L Switch Cannot Load Packages.conf file

i have a brand new switch, was attempting to add the new ios on it however when  i restarted the switch. It would not load up due to it failing to load packages.conf. Here is what the switch reads:

boot: attempting to boot from [flash:packages.conf]
boot: reading file packages.conf
boot: failed to load flash:/user/packages.conf

check is the file in flash, you have any user folder.

dir flash:  ( show you where the packages.conf file)  generally it will be in flash:

:boot flash:packages.conf
if that boot then fix the boot config :

config t
boot system flash flash:packages.conf
end
wr

show boot (to verify) then reload and test it

If the switch is in ROMMON, post the complete output to the following commands: 

1. dir flash:
2. set

You can boot your device in installed mode by booting the software package provisioning file that resides in flash:

Switch: boot flash:packages.conf

 The packages and provisioning file used to boot in installed mode must reside in flash. Booting in installed mode from usbflash0: or tftp: is not supported.
