Cisco 4321 Router Failing to Boot

Hi all,

Looking for some help here with this router, seems to be currently stuck in a boot loop with the below. I have tried booting straight from rommon mode but i just get the same. I have also tried a USB with a new version but unable to see this within rommon mode also.
