I am confused what are the cisco ios xe version let's say 

Cisco IOS XE Fuji 16.9.1, Amsterdam, Everest. etc...

IOS XE has various version release last 2 years

16.1 – 16.3 is Denali

16.4 – 16.6 is Everest

16.7 – 16.9 is Fuji

16.12.x - Gibraltar

17.1.X - Amsterdam.

As the version number increase, and new features and lot other bug fixes.

in addition to what BB has already explained I would like to point out a point about licensing:

from IOS XE 16.9.1 and later the only licensing model supported by Cisco is Smart licensing

There are several threads about this. This is something to be considered when upgrading.
