is VLAN status up? check using #sh ip int bri

This was not clear to be honest,  what VLAN ID Created ? what CORE switch you have ?

VLAN not responding mean you have VLAN SVI created with IP address, which was not communicated from  CORE switch.

kindly provide more information for us to guide you right direction if we can.
