Just received a 4510RE w/ SUP7s which will start rolling out at the access layer in place of 6500 chassis. I ran into an issue creating port-channel interface with the 10GigE uplinks. Sitching the port-channel to L2 or L3 doesn't seem to make a difference.
Here's a snippet of sho ver..

Is it a licensing issue?

I am not sure what you mean by "
Sitching the port-channel to L2 or L3 doesn't seem to make a difference."
can you explain?
should not be a license issue

Sorry.
Sitching , I meant switching .... or I guess the better wording would be "making it"
Making the port-channel a "switchport" (L2) or "no switchport" (L3)

Can you post your config?
A layer-2 Etherchannel can be in an access mode or trunk mode. A layer-3 Etherchannesl is a routed Etherchannel with IP address.

It's default config right now.
I can create interface port-channel 1 but when try to create interface port-channel 1.200 it fails. Like it doesn;t know how to deal with sub-interfaces.
ROC-RS4510RE-AU-E130(config)#interface port-channel 1 ?
ROC-RS4510RE-AU-E130(config)#interface port-channel 1.200
^
% Invalid input detected at '^' marker.
ROC-RS4510RE-AU-E130(config)#

ROC-RS4510RE-AU-E130(config)#interface port-channel 1.200
I have never seen a "sub-interface" port channel before.

Normally you do not use subinterfaces on a trunk on L3 etherchannels . Normally that is used for router on a stick scenarios on like ISR"s . You use vlans and SVI"s across a standard trunk setup for L3 etherchannels. I don't believe it will work , if its rejecting the commands thats another indication it will not work.
int port-channel 1
switchport
switchport trunk encapsulation dot1q
switchport trunk native vlan X
switchport trunk allowed vlan x,x,x,x
switchport mode dynamic desirable
