DHCP NAK

Hi ,

Pc is not getting ip address .In the wireshark capture  DHCP serve giving 'NAK ' . This started to happen after replacing cisco switches

hI Edge switch is WS-C4510R+E

Distribution switch is vss enabled 6807 

interface Vlan18
 ip address 10.0.99.1 255.255.255.0
 ip access-group tesing out
 ip helper-address 192.168.8.8
