Im experiencing a similar issue on a Cisco 3650. If i do an emergency-install it rolls back to the previous version but gives me this error everytime i try to upgrade.

Download the ver you want to use onto a flash drive, then use it to load the ios, after it loads you can copy the ios to flash.

Did you do a software install from the command line and point it to the file on the usb drive? I had to do that once on a 3850.
What is in flash? can you do a dir flash and post the results?

Looks exactly the same as the issue I'm experiencing with several of our 3650s. Upon reloading after software install for 3.6.3 upgrade some of the switches are getting stuck in provisioning and won't take the IOS upgrade.
