ISP - limit bandwidth

Hello Experts

can someone help me to understand how ISP restrict bandwidth for its customers. cdp neigh command on our Internet Edge router indicates the link is terminated on cisco 3750 switch

what configuration is done on the switch to restrict the bandwidth

our internet pipe is 7MB

Two public range of /29 is provided by ISP
