Is  Cisco Catalyst 3560E-12SD   or   Cisco Catalyst 3560E-12D  supply  power over fiber becouse  i will  connect it  to the  outdoor Access point

The Cisco Catalyst 3560E-12SD should suffice,

However notice, all the 12 ports here are SFP Fiber ports with Two 10G uplinks.

No, only copper ports provide power to the phones.  Fiber can not be used to power your phones.  So you need a switch that comes with copper ports if you need POE. If you use fiber to connect to your phones, then you need to plug the phone to the power outlet.
