Label Printer Fails to Establish Layer 2 on Cisco 2960x

I have a perplexing issue. We have a batch of label printers that will not establish layer 2 connectivity with Cisco 2960x switches. When moved to an 8 port Cisco 2960CX they have no issues. I've tried every configuration possible on the port.

Current port configuration for non-working printer:
interface GigabitEthernet1/0/27
switchport
switchport access vlan 28
switchport private-vlan trunk encapsulation dot1q
switchport private-vlan trunk native vlan tag
no switchport nonegotiate
no switchport protected
no switchport block multicast
no switchport block unicast
no switchport port-security mac-address sticky
no ip arp inspection trust
ip arp inspection limit rate 15 burst interval 1
ip arp inspection limit rate 15
load-interval 300
carrier-delay 2
no shutdown
tx-ring-limit 0
tx-queue-limit 0
power inline auto max 30000
power inline static
power inline never
power inline police
ipv6 mld snooping tcn flood
snmp trap mac-notification change added
snmp trap mac-notification change removed
snmp trap link-status
mls qos cos 0
mls qos dscp-mutation Default DSCP Mutation Map
cdp tlv location

cdp tlv app
arp arpa
arp timeout 14400
spanning-tree port-priority 128
spanning-tree cost 0
hold-queue 75 in
hold-queue 40 out
ip igmp snooping tcn flood

What would be the difference between the 2960CX and 2960X? Also to note, the same model printers work at another location connected to Meraki MS225 switches.
Tested on various 2960x switches with same results. Firmware version upgraded on one of the switches to latest recommended release 15.2(7)E7.

try simple config and test it :

default interface GigabitEthernet1/0/27

interface GigabitEthernet1/0/27
switchport
switchport access vlan 28

The posted configuration is the port settings shown when using show run all. Port was defaulted and has simple config.
interface GigabitEthernet1/0/27
switchport access vlan 28
switchport mode access

what Lable printer ? do you see the MAC address on that ports ?

what model of the switch it was working, what is the configurration there, do you see MAC address there ?

try speed 100 and test it. ?

No the MAC does not register on the switch.

Port has been set to every speed and duplex setting possible with no change.

Port has been configured as trunk with native vlan in printer vlan with no change.

I have tried different spanning tree settings, in line power, you name it and no resolve.

Move the device to Cat 2960CX 8 Port switch with simple switchport vlan config and it works fine.

What would be the difference between Cat 2960cx and Cat 2960x platform that would keep the device from work at layer2?

CX is compact model - i do not see any difference.

Port has been configured as trunk with native vlan in printer vlan with no change.  - Not sure (this suppose to be access port where the printer connected - that what you posted the config ?) why trunk needed here ?

The port was set to trunk with native vlan in printer vlan for test purpose only. Other community threads for printer issues suggested this when printer would not pull DHCP address.

i would not suggest to use trunk port. setup access port is good enough for this to work /

by the way what printer ?

Neither would I suggest setting to trunk. That is why it is configured as an access port with printer vlan. It was for t-shoot only. I was just stating that every setting know to man has been tried with no luck on getting the printer to register its MAC address and work on Cat 2960x switches.
