I can't ping from any computer to the Switch they are connected to.
this is how I made the connections
3 servers (Server_Web (IP 173.13.60.11 255.255.255.0), Server_Data (IP 173.13.60.11 255.255.255.0), Server_Email (IP 173.13.60.33 255.255.255))
5 switches (Switch_Server (IP 173.13.60.1 255.255.255.0), Switch_Department (IP 173.13.50.1 255.255.255.0), Switch_IT (IP 173.13.30.33 255.255.255.224 vlan 30), Switch_HR (IP 173.13.20.33 255.255.255.248 vlan 20), Switch_MN (IP 173.13.10.33 255.255.255.248 vlan 10))
1 router (IP 173.13.80.2 255.255.255.0))
30 computers (20 PCs (IP 173.13.30.1-20 255.255.255.224 vlan 30), 5 PCs (IP 173.13.20.1-5 255.255.255.248 vlan 20), 5 PCs (IP 173.13.10.1-5 255.255.255.248 vlan 10))
Switch_IT connected to 20 PCs (IP 173.13.30.1-20 255.255.255.224) ports fa0/1-20
Switch_HR connected to 5 PCs (IP 173.13.20.1-5 255.255.255.248) ports fa0/1-5
Switch_MN connected to 5 PCs ((IP 173.13.10.1-5 255.255.255.248) ports fa0/1-5
Switch_Department (ports fa0/1, fa0/2, fa0/3) connected to Switch_IT(port fa0/24), Switch_HR(port fa0/24), Switch_MN(port fa0/24) but the switches are not connected to each other Switch_IT, Switch_HR, Switch_MN - all are connected via trunk mode
Switch_Server (ports fa0/1, fa0/2, fa0/3) connected to Server_Data, Server_Email, Server_Web but no servers are connected to each other Server_Data, Server_Email, Server_Web
router (ports fa0/0, fa0/1) connected to Switch_Department(port fa0/24) and Switch_Server(port fa0/24) but no servers are connected to each other

As concerned PCs I see Gateways with last byte .33. Since PCs have got /29 netmask and and IP with last byte .1, so gateway is not on the same subnet.
a.b.c.d.0/29: host from a.b.c.1 to a.b.c.6 and broadcast a.b.c.7
So configure vlan 10 20 and 30 with last byte as .6 and configure gateway on each PC with last byte as .6 too.
PC should ping their respective Gateway.

Issue 1: Your Default gateway is wrong. It's on the same subnet as mentioned in the previous comment. If you try to configure that in real devices, you'll get warnings that the gateway is not in same network and it may not work properly. Configure the default gateways in PCs as per my below suggestions per VLAN and make sure gateway is reachable.
VLAN 10
VLAN 20
VLAN 30:
Issue 2: You have configured duplicate IPs in VLAN interfaces of Switch_Department which overlaps with the vlan interfaces in IT, HR and MN switches. You better remove or change the IPs in VLAN interfaces of IT, HR and MN switches.
Issue 3: Once you configure default gw and update the IPs in Switch_Department switch vlan interfaces accordingly, you'll observe that the switch is reachable, but you will not be able to reach other networks. As you use 2960 switches which is L2 switch. You have to change the switch from 2960 to 3560 and enable "ip routing" for inter-vlan routing to work.
That should fix your PC to switch reachability. If you have any further issues, please zip and attach PT file for us to check.
