Hello,
we have a catalyst 3750-x switch connected to a router (not ours so no controll over it, it is also very basic it can only do basic router duties such as static routes, dhcp, etc. It is basically a home router). Do to budget limitations and denial from higher ups we are unable to buy proper routers and or more switches. meaning we are stuck with this situation.
we have a lot of vlans which al need access to the internet. but there is 1 vlan that needs to get priority up to 100Mbps over the rest (if possible allowed to go above that but if overal netwerk bandwidth drops it can take priority to get its 100Mbps before the rest get to take any).
We also have a very unstable internet bandwidth meaning that sometimes we have 300Mbps and a few minutes later we have 700Mbps.
Is it possible to make this work, if so how?

Not sure what version of code running on your switch, since you mentioned the limitation, not much you can do here. so you need to try apply some config options, and keep tuning to get the best of the results, this is not the best place on the switch to do, but you can do some level to get there.
