hav u configured the vlan 1 interface with the ip address & ensure that at least one of the port should be member of vlan 1(by default all ports will b memeber of vlan) but make sure that you hav configured ip address on vlan 1 interface in the switch & the pc could able to ping that ip address.

Try plugging in something in ports that are configured with VLAN1. VLAN interface will stay down, if none of the ports are CONNECTED.
At least one of the ports have to be in CONNECTED state for VLAN to be up.

Hi ,
2950 is L2 switch and make sure that no other vlan is configured and up..
Can you apste the " show vlan " sh run of the switch...
which port is connected to other device..Is it connected to PC or router..
suppose if you are connecting any PC to any port of the switch ,
int f0/1
switchport mode access
switchport access vlan 1
int vlan 1
ip address 10.x.x.1 255.255.255.0
PC : ip 10.x.x.2 /24
gateway : 10.x.x.1
Cheers :)

Hi ,
check the " show vlan " output..Valn 1 must present in output..
1.enable vlan 1 using
config)# vlan 1
2.configure the vlan 1.
Sometimes by mistake vlans will be deleted from vlan database...
Cheers :)
