I have Cisco router 3825, and can't load ios and the output in attachment.

Anyone have a workaround for this problem?

Says here the router was powered on with the HWIC-4T still installed.  

Post the entire boot-up process without the HWIC-4T.

Cisco IOS Software, 3800 Software (C3825-ADVIPSERVICESK9-M), Version 12.4(15)T10 

The router is running a "T" train.  Can you please try a different train, like the more stable "M" train?

how can I change the train? Are you mean to change the IOS ? I tried to change the IOS by rommon mode but there isn't sufficient memory.

Go to the Cisco website and download an "M" train IOS.
