Hi,
See attached diagram.
We have 2 data centres which are connected together via a layer 3 point-to-point link and 1 office which is connected to each of the data centres using metro ethernet. The interfaces connecting the metro ethernet will be routed ports as we dont want broadcast traffic reaching the data centres
The office Cisco 3750 switches will be configured with HSRP to provide first hop redundancy for connected devices.
We need to configure the networking to be fully resilient, so in the event that the primary link fails to DC1, all traffic routes to DC2 via the second link. I can see that this will be messy with static routes and floating static routes as a line failure might not cause the 3750 interface line protocols to drop (there will be local devices provided by the telco for the circuits)
I'm assuming that we will need to use OSFP/EIGRP but we only have ipbase licensing. Is there anyway to acheieve this without using an IGP?

Hi,
What about RIP (ofcourse- old though)? Also, I guess IPbase support EIGRP stub nw feture. You may wanr to look into that as well.

As MS mentions, RIP may be an option. Believe IP base supports RIPv2, too.
PS:
I'm curious why you're using HSRP between your two 3750s and not stacking them.

Hi,
You can use IP Sla for this case.
1-) Continuously ping the DC1 wan interface from your "3750 1" wan interface.
2-) If the SLA fails, according to your SLA timers, change the static routes with tracking.
Example Configuration;
ip sla1
icmp-echo 2.2.2.2 source-interface fastethernet0/0
timeout 1000
threshold 2
frequency 3
!
ip sla schedule 1 life forever start-time now
!
track 1 ip sla 1 reachability
!
ip route 0.0.0.0 0.0.0.0 2.2.2.2 track 1
ip route 0.0.0.0 0.0.0.0 3.3.3.3 10
!
First check the sla working correctly or not with the "show ip sla" commands.

Is IP SLA available under the IP Base license? Will it be possible to use route tracking with HSRP?

IP SLA and Route Tracking (called Enhanced Tracking Support/Enhanced Object Tracking) are both supported on the 3750 with an IP Base license. You can use feature navigator to verify:
