Hello,

STP portfast do not disable STP, this jump some initiate process, for exemple: listerning and learning process. This configurations often was configured in end users's device to get forwarding state faster. But this configuration can open a possible problem in your network, because this port wont has hability to know about received BPDU  on this port and this can cause a loop. If you want to configure a PORTFAST, use BPDUGUARD command under interface or global mode to secure your network topology.

High level :  PortFast is a Cisco feature for PVST+ environments. When a switch port is configured with PortFast, that port transitions from blocking to forwarding state immediately, bypassing the usual 802.1D STP transition states (the listening and learning states).

This should only configured end device connected, not where switches connected.

No it doesnt it just puts the port into a forwarding state straightaway bypassing the listening/learning states of STP
