Successful ping, but not 2 way for different subnets.

The network diagram is as follows:

User PC 161.6.9.25 <---> Switch 172.30.x.x/23  <---> Router with multiple interfaces, 1x interface is configured with IP 161.6.x.x network and there's an IP route routing all 161.6.0.0/16 to this interface.

User PC configured router IP as gateway. 

User PC appears in the ARP table of the router.

Router cannot ping the user PC, but user PC can ping the router. How does this happen? 

Doesn't a successful ping mean 2-way connectivity?

If the PC is Windows based, by dfault there is FW, please disable and try ping from Router.

if this is still issue, please post router configuration also ipconfig /all from Pc to Look.

What OS is the PC running? Windows by default will not respond to ping requests which is why those initiated from the router may be failing.

I agree with @Seb Rupik first check the host pc for any software fw negating initiation of icmp echo
