34565 64.061324 dddd_67:8v:36 Broadcast ARP 56 Who has 169.254.255.255? Tell 10.1.0.125
this is an output from wireshark and what i understood is IP 10.1.0.125 is trying for mac with an arp request for 169.254.255.255

The 169.254.x.y looks like a device on your network that didn't get a DHCP address, and defaulted to the Microsoft APIPA address. Could it be the 10.1.0.125 that somebody has altered, but left the original broadcast address in?

Yes that machine could be the one which doesn't got an IP from DHCP.
This can be because of DHCP not releasing the IP or there is a basic connectivity issue.
The point where in I am stuck is why this machine tried for an arp if the ip is not in the range of 10.1.0.125/24
If I am not wrong this can be same machines link local address, what do you say?
I am literally confused friend.
