It would be so easy but failed to upgrade 3560X switch to ip services

Hello,
The logs from the TFTP server suggests that the TFTP server was, for whatever reason, unable to open the requested file. This may be caused by several reasons: the file is not stored in the mentioned location or has a different name; its access rights do not allow the TFTP server to read it; the filename is too long and the TFTP server is unable to process it.
I suggest double-checking if the access privileges of the license file and all directories up to the C:\ allow the TFTP server to access the file. I also recommend renaming the license file to something short, using the 8.3 convention, for example, "license.lic" - and then retry downloading it.

Hmmm... Do you have a Cisco partner that provides you with support? Definitely, this should be solved by him. He should have told you immediately that you need a universal image along with the license.

Thank you for letting me know!
I wonder - have you actually activated the license after downloading the file? The command should be:
license install flash: filename
If you did and it did not help, can you try it again and post the output here? To be honest, I am not sure about the whitespace between the flash: and the filename - try the command both with and without it.

Umm, I think that the header of the output is confusing and that you are in fact running the IPServices already, as also confirmed by the other output here:

Next reload license Level: ipservices
However, it may be necessary to activate IP routing before actually implementing VRFs. Did you enter the ip routing global configuration command before trying to define VRFs?

Wait. I know what's going on. You have an image that physically does not contain the IP Services features. Although it accepts licenses, it does not have the requested features built in. You need to download and install the
c3560e-universalk9-mz.122-55.SE3.bin image - that one coupled with the license you have will unlock the requested functionality.
