It is an internal designation for "spare". Nothing important.
With or without the "=" symbol does not change anything during purchasing.

BTW, why such a distinction? Possibly when end-of-sale has been reached but not end-of-support.
Cannot recall Cisco's policies, but some vendors will hold back parts just for replacement purposes.
You may also find, when end-of-sale, replacement/spare parts might take a huge price jump unless covered by an existing support contract.
