Hello Team,
I have a customer that wants to push out a macro (already confirmed working on single unit) to remaining deployment. They also want to mass update the UI on the touch to support the new macro functionality. I'm able to export both the UI changes and macro to files. All this is tested and working on devices just need to know how to mass deploy both solutions (UI update and macro) to 300+ registered endpoints.

Did Cisco not consider their on-premise customers when deciding to go this route?
Either way, is there another option other than getting a 3rd party tool to mass deploy macros to my entire video endpoint fleet? Thanks.

For on-prem with no connection with Control Hub, ie not using Edge for devices, you can push this out to devices by using the option for a zip file stored on the TFTP server. The zip file is created by using the backup option in the webUI of a device and then calculating the hash value that is needed for the devices to validate the compressed file.

For On-Prem devices, you can use the CE-Deploy tool as mentioned by @Sergio Quezada in one of the earlier replies. It's written and maintained by a Cisco employee (christno@cisco.com).
CE-Deploy is now (as of the date of this post) up to version 12.3.1 and is great for batch changes on a large number of endpoints (I even use it for single ones for some tasks).
Get it from GitHub - voipnorm/CE-Deploy: CE-Deploy for Cisco CE device deployment options
