Cisco Spark Codec Plus screen is showing the error of in compatible firmware.
I have looked for the meeting room(details mentioned below), device seems is at Software version: ce 9.1.3

My guess is the incompatibility is between the Quad Cam unit and the codec - that codec SW is over a year old. Have you considered upgrading? Latest is CE9.4, their "recommended" version is CE9.3.2. The unit is literally telling you to upgrade - that's what I would suggest.

As @PJMack said, you should be able to fix this (assuming all the cables are correctly connected) by re-uploading the CE software to the endpoint.
It's highly recommended that you move off of CE9.1.3 as well as it is now a "deferred" software release due to being vulnerable to the KRACK WPA2 vulnerability.

I have had this with a new from factory installed room kit plus. Updating the FW fixes the problem.
Having said that - I find it strange to ship a unit with a software that signals a error ”incompatile firmware”. When I first saw the error I suspected it was broken and contade our seller and Cisco to get it replaced. A note in the box would have been nice
