Yeah, both have same functionality as traversal servers. The difference is the VCS-E supports local registrations for external H323/SIP endpoints and Expressway-E don't. Licensing scheme is also different wherein VCS-E needs traversal call licenses for traversal calls and Expressway-E needs Rich Media Session Licenses (RMS). Expressway-E as traversal server for Expressway-C mainly for Mobile and Remote Access (MRA) on UCM environment for VPN-less Jabber clients and endpoints that needs to be registered locally on the CUCM. It also supports B2B/B2C calling as the VCS-E.
