Have you tried checking 'Discover Non-SNMP Systems. WARNING: Will significantly increase time required for discovery' under the Discovery Options?

Hi Rashmi
this mean there is somthing wrong with the connectivity between the VCS and TMS
can you ping between these devices ? is there any firewall or filtering in the path ? make sure http, https and SNMP at least open between them

Yes, I agree with Andrew ,
in addition I would turn on snmp on the VCS. "SNMPv3 plus TMS support"
I did not try it till now, but maybe a VCS shows up in discovered systems (if enabled on TMS) it
you add the TMS address on the VCS external manager settings.
For the original poster, please always mention which versions you use.
There is a bug regarding https in older VCS/TMS versions, which required to add a small
config file to the VCS.
Anyhow, the biggest issue are firewalls, if not it shall work quite well to add the VCS to the TMS :-)

Hi,
You might need to add username/password of the vcs in tms.
Its under connection tab of the vcs in the tms.

check this three things
SNMP is enabled on Cisco VCS.
UDP port 161 is not blocked on the network.
The management address on Cisco VCS matches the Cisco TMS IP address.
