the below command does not work in the 4000 ISR  ? 

fax protocol t38 ls-redundancy 0 hs-redundancy 0 fallback cisco

Do I need this ? 

What is the equivalent command for this

Why do you want to use an Obsolete protocol for fall back ? Try adding pass-through instead.
