My SX80 when calling a SX20 will only set at 512 kbts even though I have set banwidth to the maximum

Firstly, your question would be better placed in the TelePresence section of the forums where these devices are more actively discussed than in the Video Over IP section you've posted in. If you select the Edit option on your initial post, you should be able to move your discussion.
But to try to assist with your issue - just saying the model of the endpoints you have doesn't give us a lot of information to work with to help you fix your problem. What versions of software are each of the endpoints running, are you using any sort of Call Control (VCS, CUCM, standalone devices, etc)? Are both on the same LAN, or are there any firewalls between them? What are the call rate and maximum call rate settings configured to on the endpoints? How/where are you setting the bandwidth to "maximum"?
The more information you can provide about your environment and configuration, the better we will be able to assist.
