When configuring On-Site-Alerts, is CER supposed to be able to send E-mail notifications to MS Exchange E-mail Distribution Lists?

It will only work for Personal email not Distribution Lists.

Whether it will work or not is really up to the mail server, not CER. All CER does is send an SMTP message with a single address in the To address field. If your mail server will accept and deliver the message from CER then sure it will work. For example, in Microsoft Exchange unuthenticated SMTP relay typically doesn't have permission to send to a DL. This is a configuration on Exchange and not a limitation of CER. Talk to your mail admin if it doesn't work.
