cisco prime license manager problem

we configurate and add license 7 year ago.but yesterday when we try to change telephone configuraion on cucm .we couldn't change 

and error 

Update failed. The system has exceeded its time limit to resolve license non-compliance issue. No more provisioning operations are allowed until the license compliance issues are resolved.tanap.png

The message indicates that you've been in out of compliance state for longer than the grace period allows. When that happens you'd need to fix the license issue by adding more license to you system. As PLM is only used by very old UC systems I doubt that you'd be able to procure licenses for your system. You should get a short renewed grace period if you reboot the Publisher in the system, like one hour. During that time you can remove any unneeded devices to get into compliance again. That is probably your best option at hand.

Long term you should look at upgrading your systems to a newer version, recommended would be v15.

I restart the cucm and delete phone which more phone for license but there is no change

 

If I recall correctly, you need to update the usage on the CUCM and then select 'Synchronize Now' on the PLM to ensure the changes are updated

Before that, why is there an expiration date on the license? Is it a subscription license? When Cisco moved to Flex, I remember there was an option to use Select Licensing for version 11. Was that the case?
