I am new to UC infra.

I want to know what is really need to run a SMS Gateway for sending an recieving SMS to and from mobile. is there any feature that PSTN line should support. and how can i integrate it with UCCX and CUCM.

Your best solution for SMS might be to look into Tropo.

We tried reaching Tropo but they are only accepting ISV's at this point and not an end-client directly, is there an internal contact you can share with us who can help us put this solution in place, as we are very much interested in moving forward with this

Two other options that may be worth looking at are WebText and Upstream Works.
