our CUC Version is 11.5
ı can access ssh but when ı try to web ,accound blocked error.how can ı unlocked

Hi,
Can you please try to reset the password and see;
you can use the following command to reset the password from CLI utils reset_application_ui_administrator_password
use the new password to login to the application.
Note:-- ensure that you are not using the old password. you may end up in hitting the bug CSCva57792. so please consider below notes from bug tool for the release cuc 11.5
The new password must differ from the old password with at least the number of characters as mentioned in 'Minimum Number of Character Changes between Successive Credentials' present under 'Credential Policy Configuration'.
By default, the value for 'Minimum Number of Character Changes between Successive Credentials' is one.
So, the new and old passwords must differ by at least one character change.

The username/password that you use to access the CLI is an operating system set of credentials. Those credentials do not automatically have access to the CUC Administration GUI.
You could log into the OS Administration GUI with those credentials, but not the "application" GUIs.
You will need a application-associated account to log into the Administration and Serviceability GUIs. A master account for the application is created when you do the initial installation, and that account can create more accounts.
